Running-5k Training (10 points for best!!!)?

I’m doing a 5k in a little over a month. I want to lower my time (it’s about 30 minutes now). The problem is that I can only train on a treadmill and sometimes use a small track (165m) because it’s too icy outside. What can I do to get the max out of these? I’m wondering about intervals, long runs, strength training, cross training and anything else applicable.

Do the hardest training now in the first 2 weeks. Taper off after that and don’t “train” the week before – just some easy jogging maybe. Run 3 or 4 1k sprints to maximum speed and cardio a few times over the next couple of weeks worked in to whatever else you’re doing. Biking or swimming are both good cardio cross training. Weight training at this point will not be very effective for a race a month away.
